Federated CoE

AI capability is distributed across business units, with each unit having its own AI practitioners. A central coordination function sets standards, maintains governance frameworks, and facilitates knowledge sharing, but doesn’t build AI applications directly.

Works best for: Large organizations (1,000+ employees) at Level 3-4 maturity where multiple business units have developed AI capability independently and need coordination, not centralization.

Strengths: AI practitioners sit close to the business problems they’re solving, which produces better problem understanding and faster iteration. Business units retain autonomy and ownership. Scales well as the organization grows.

Risks: Governance inconsistency. Distributed teams may interpret governance standards differently, creating uneven risk management across the organization. The central coordination function must have enough authority to enforce standards, not just recommend them.

Hub-and-Spoke CoE

A central hub provides core expertise (advanced data science, MLOps, governance, strategy) while embedded spokes in each business unit handle use-case-specific work. The hub sets standards, provides specialized support, and manages the organization’s AI portfolio. The spokes apply those standards to their specific contexts.

Works best for: Mid-to-large organizations at Level 3-4 maturity that need both central governance and distributed execution. This is the most common model for organizations with 500-5,000 employees pursuing AI across multiple functions.

Common Mistakes

Building the CoE before it’s needed. A CoE without enough AI initiatives to coordinate becomes a solution looking for a problem. It generates strategy documents rather than deployment support, and it’s perceived as overhead. Wait until coordination becomes a genuine pain point before formalizing.

Staffing entirely with technologists. A CoE without governance, compliance, and business strategy representation will build technically sound AI systems that can’t be deployed because nobody addressed the accountability, regulatory, or business case questions.
