Step 2: Align Stakeholders

Step 3: Identify and Prioritize Use Cases

Business value is the economic case: cost savings, revenue enablement, quality improvement, speed gains. Quantify this in approximate terms (exact ROI calculations come later, after readiness is confirmed). A useful proxy: how many person-hours does this process currently consume, and what’s the hourly loaded cost? That provides a ceiling on the value AI can create by automating portions of the process.

Governance feasibility applies Seampoint’s four constraints at a preliminary level. For each use case, answer quickly: What happens if the AI is wrong? (consequence of error). How hard is it to check the AI’s work? (verification cost). Does someone need to be professionally accountable for the outcome? (accountability). Does the task require physical presence? (physical reality).

Use cases that score high on business value and favorable on governance constraints go to the front of the assessment queue. Use cases with high business value but challenging governance profiles are worth assessing (they may be viable with appropriate oversight) but shouldn’t be the only use cases evaluated.

Step 4: Evaluate the Five Dimensions

Data Readiness

For each use case, identify the specific data sources required, then evaluate each source for accessibility, quality, governance status, and volume. This is not an organizational data audit. Key questions: Can the AI system reach the data through existing APIs or pipelines? Has the data been profiled for quality (completeness, accuracy, consistency)? Is there documented authorization to use this data in AI applications? Is the data volume sufficient for the intended AI approach?

Common findings: Data exists but isn’t accessible without manual extraction. Data quality is adequate for human reporting but insufficient for AI consumption. Authorization to use data in AI applications hasn’t been obtained from data owners or legal.

Governance Readiness

Apply the four governance constraints to each use case at a detailed level. This goes deeper than the quick screening in Step 3. The goal is to define the specific governance requirements for each use case and evaluate whether the organization can meet them.

For each use case, define the required oversight model: Can the AI operate autonomously with periodic audits? Does every output require human review? Is professional accountability involved? Common findings: No governance framework exists beyond general IT policies. Nobody has been designated as accountable for AI system outcomes. Regulatory requirements (EU AI Act, state-level laws) haven’t been mapped to specific use cases.

Workforce Readiness

Evaluate two separate dimensions: skills (does the team have the technical and domain expertise to build, operate, and evaluate AI systems?) and culture (does the organization support the workflow changes and experimentation that AI requires?).

For skills, map current capabilities against what each use case requires: data engineering, ML operations, domain expertise for output evaluation, AI literacy for end users. For culture, assess through proxy indicators: Has the organization successfully adopted previous technology changes? Is experimentation rewarded or punished? Do cross-functional teams collaborate effectively? These indicators are harder to score precisely, but they predict adoption success more reliably than technical readiness alone. Common findings: Technical skills exist but are concentrated in a small team that can’t scale across multiple use cases. Cultural readiness varies dramatically by department. AI literacy among end users and managers is low.

Infrastructure Readiness

Evaluate whether existing systems can support each use case’s requirements: compute capacity, data integration, API availability, security architecture, and monitoring capability. Cloud platforms have dramatically lowered infrastructure barriers, so this dimension is less often the binding constraint, but legacy system integration remains challenging for many organizations.

Strategic Alignment

Evaluate whether each use case connects to measurable business outcomes, has executive sponsorship beyond the pilot phase, has dedicated budget (including ongoing operational costs, not just initial build), and includes a pilot-to-production scaling plan.

Common findings: Business cases are expressed in qualitative terms (“improve efficiency”) rather than quantified outcomes. Executive sponsorship exists for the pilot but hasn’t committed to production-scale investment. Budget covers tools but not data preparation, governance overhead, or ongoing operations.

Time required for Step 4: Two to four weeks, depending on the number of use cases and organizational complexity.

Step 5: Governance Stress Test

This step is unique to Seampoint’s methodology and addresses the gap that most readiness assessments miss.

Take each use case that passed the dimensional evaluation with adequate scores and subject it to a governance stress test: a structured scenario exercise that asks what happens when things go wrong.

For each use case, work through three scenarios:

Error scenario. The AI produces a wrong output that reaches a customer, patient, or decision-maker. What detection mechanism catches the error? How quickly? What’s the remediation process? What’s the cost: financial, reputational, legal? Who is accountable?

Bias scenario. The AI produces systematically biased outputs that disadvantage a protected class. How would you detect this pattern? How long would it operate before detection? What’s the legal exposure? How would you remediate both the AI system and the affected individuals?

Scale failure scenario. The AI works correctly in pilot but produces inconsistent results at production volume because data quality degrades, edge cases multiply, or oversight mechanisms can’t scale. What monitoring would catch this? What’s the fallback process?

These scenarios reveal whether governance structures that look adequate on paper will actually function under stress. If the team can’t articulate credible answers for the error scenario, the governance framework needs strengthening before production deployment, regardless of dimensional scores.

Time required: Half-day workshop per use case, with the cross-functional stakeholder group.

Step 6: Score and Synthesize

Convert the dimensional evaluations and stress test findings into composite scores using the 1-5 scale for each dimension described in the AI readiness assessment framework. Score each use case independently, because readiness varies by application.

The synthesis should produce three outputs:

Use-case readiness matrix. A table showing each use case scored across all five dimensions, with the minimum dimension score highlighted. The minimum score represents the binding constraint, the dimension that limits what’s possible regardless of strength elsewhere.

Dimension heat map. An organizational view showing which dimensions are consistently strong and which are consistently weak across all evaluated use cases. Systemic weaknesses (governance gaps that affect every use case) deserve organizational investment. Localized weaknesses (data quality issues specific to one use case) deserve targeted remediation.

Risk-adjusted priority ranking. Rank use cases by a combination of business value, readiness score, and governance stress test results. The highest-priority use cases score well on all three factors. Step 7: Build the Action Plan

The assessment’s value is realized in this step. Convert findings into a prioritized action plan with four components:

Quick wins (0-3 months). Actions that close readiness gaps for the highest-priority use case and don’t require major investment. Examples: documenting existing data governance policies, assigning AI system ownership, conducting basic data profiling.

Foundation building (3-6 months). Actions that establish organizational capabilities needed across multiple use cases. Examples: implementing a governance framework, launching AI literacy training, building data integration pipelines.

Strategic investments (6-12 months). Larger commitments that enable production-scale AI deployment. Examples: hiring specialized AI roles, deploying model monitoring infrastructure, establishing an AI center of excellence.

Staged use cases (12+ months). High-value use cases that require readiness improvements before they’re viable. Document what needs to change and set milestone triggers for reassessment.

Each action item needs an owner, a budget estimate, a timeline, and a success metric. “Improve data quality” is not an action plan. “Achieve 95% completeness on customer record fields required for the support automation use case, owned by the data engineering team, by Q3, measured via automated data profiling” is.

Frequently Asked Questions

Can we do this assessment internally, or do we need outside help?

Internal assessment works if you have cross-functional participation and honest self-evaluation. The risk with internal assessment is optimism bias. Every team overrates its own readiness. External assessors add objectivity and bring experience from other organizations’ assessments. A practical compromise: conduct the assessment internally, then have an external reviewer validate the findings and stress test the governance evaluation.

What if different stakeholders disagree about scores?

Disagreement is a feature, not a bug.
